Almost anyone with a good shock dyno can do a decent job checking them for you.
As for bars, if you know what rates you're going to run, I would just go buy 4 Sander "x" bars and call it good. I'm not a big fan of checking bars. If you get 4 bars that feel good in your car, run them. jmo
