Probably not. It looks like another chance to hype everything in order to try and sell it again by Brennen. Coincidently, he did an interview on 12-31-19 about it. You'll have to Google it, as I can't seem to paste link. It's a pro-Chuck fluff piece that confirms some things and pitches out a lot more BS. It also has dozens and dozens of typos, so maybe the author's heart wasn't in it enough to proff-read his work.

Not to mention it was full of contradictions, one after another. One point he said he basically grew up at the place but didn't know anything about racing business. Plus he said he had worked hard on the facility but was basically in Vegas a majority of the time. Article just basically confirmed what a lot of people knew, the guy is an idiot. To think you are going to build a great race facility & you admit you know nothing about the racing business should tell you to not do it. It would be like me who knows nothing about airplanes investing money to build the best airplane. I'll waste my money & the damn thing is going to crash & burn

I heard the rumor late last week that it's been sold to a couple from southern Minnesota that win a large lottery of several hundred million dollars and after they get everything worked out with sanctioning bodies and other tracks there will be a announcement introducing the new owner  whose initials are GM the announcement date will be on      February 31 2020         Glen Murra

You'd think if that were true, Chuck would be having a press conference to tout the news that "A BIG ANNOUNCEMENT is coming February 3rd!!!!!!!!!!!!!!!!!!!!!!!"

Yes and no.

If he didn't get the amount of money he wanted or the deal isn't really favorable to the narrative he is trying to spin, maybe he just exits quietly so he doesn't have to explain why his genius business acumen did not result in a financial windfall for himself, as well as saving what he "knows" was a dying racetrack.

On the other hand, if the deal is "cheap" compared to what Chuck was asking for, I guess he could play the martyr/white knight role, and broadcast that while he could have made millions off the place, he sacrificed his own self-interest and financial well-being on behalf of the region and the ungrateful fans, so that the new owners would be able to start fresh.

I figure the reality is that part of any agreement would be a clause that guarantees that the purchase price is never disclosed. Besides, I can't see Chuck ever doing anything "quietly". He will take a financial bath on this. That's a given. What he does after the check clears the bank is up to him. Most people would probably just want to walk away from it and be done. Obviously, Chuck isn't most people.
