Garner spins and doesn't complete the final lap of 1st 360 main, thus , a lap down, in any official books, so not eligible for invert, yet starts on the pole of second feature? whatever..

I wasn't there so you would have to tell me whether Garner took the white flag on lead lap or not. But technically if he took the white flag on lead lap then spun after leader took checkered he would be scored the last driver on lead lap. Technically once you take white flag on lead lap it becomes impossible to finish a lap down.
Always been this way.

Yes, that is exactly what happened. Spun in 3-4 coming to the checkers. Believe he was in the top 5 even at the time.

Sure, he bent his front axle, thrashed to get it replaced with a new one, all so he could start on the pole!

If a driver takes the white flag, the driver "Started" the last lap. If driver doesnt get back to the start/finish line, that driver did not complete the race and would be scored a lap down providing all other cars crossed the start/finish line and are credited with completing the last lap.
If a yellow is thrown on the white flag lap and the leader takes the checkered Prior to the yellow coming out, the race is complete. Most tracks / sanctioning bodies would then revert to the last completed lap for the official results less the winner (and all other cars) who took the checkered flag prior to the yellow coming out.
If the leader does not get back to the start/finish line on the last lap (to finish the race) and a yellow is thrown, race would be restarted with a white/ green flag waved together for the restart providing all other cars completed the white flag lap as well. If not all cars completed the white flad lap, there would be a green - white - checkered restart/finish.
In rare instances, a race director may call the race complete on a yellow coming out on the last lap without the leader getting to the finish line and the last completed lap would be then become the officlal result.
